The Sultanate of Oman offers two Investor Residence Programs (IRP) through real estate and commercial investment. These five and ten-year residency permits are available to non-Omani citizens on a renewable basis subject to applicants meeting specific criteria.


Residency by Investment

The aim of Oman’s IRP is to attract high-impact foreign investment that helps create jobs and wealth and enhances the country’s standard of living.

The right to:

  • Work in Oman without the requirement of a local sponsor.
  • Conduct business activities in Oman.
  • Be issued with Oman residence permits for the investor’s first-degree relatives.
  • Open an Omani bank account.
  • Own property outside Oman’s designated integrated tourism complexes.
  • Be issued with Omani visitor visas for the investor’s relatives.
  • Employ domestic workers.

  • The applicant must comply with the laws regulating investment in the Sultanate of Oman.
  • The applicant must be a minimum of 21 years of age.
  • The applicant must hold valid health insurance for him/herself as well as any accompanying family members for the duration of the residency period. 
  • Evaluated by the Investment Services Centre at Tejarah the applicant’s commercial investment must add value to the Omani economy.
  • The IRP does not entitle the applicant to Omani citizenship.

Tier I 

  • The validity of Oman’s Tier One IRP is ten (10) years, subject to extension.
  • Under the IRP, the fee to obtain an Oman residence card is RO500 (US$1,295) for the applicant and RO100 (US$259) for each first-degree relative.
  • The residence card to be renewed electronically every three (3) years.

Tier I: Terms & Conditions

  • To be eligible for Oman’s Tier One IRP, an investor must: 
  • Make an investment of not less than RO500,000 (US$1,295,336) in a limited liability company, public joint-stock company or government bonds. ●  
  • Or Buy a property in Oman to the value of RO500,000 (US$1,295,336)
  • Or Establish a company employing a minimum of 50 Omani nationals – specification of company capital not required.
  • In order to qualify for Tier I, applicants must pass a stringent due diligence process.

Tier II

  • The validity of Oman’s Tier Two IRP is five (5) years, subject to extension
  • Under the IRP, the fee to obtain an Oman residence card is RO300 (US$833) for the applicant and RO50 (US$138) for each first-degree relative.
  • The residence card to be renewed electronically every two (2) years.

Tier II: Terms & Conditions 

  • To be eligible for Oman’s Tier Two IRP, an investor must:
  • Make an investment of not less than RO250,000 (US$647,668) in a limited liability company or public joint-stock company. 
  • Or Buy a property in Oman to the value of RO250,000 (US$647,688)
  • Or  Expatriates workers currently residing in Oman who wish to retire in country can obtain an Investor Residence permit by providing evidence of a monthly income of RO4,000 (US$10,362).
  • In order to qualify for Tier II, applicants must pass a stringent due diligence process.
